The color selector allows you to select only a hand full of colors, very 1990. 
We should have the option here to use a full RGB color range using a dialog similar to what we see in all types of photo editing software.

For me, the practical use is to replicate the look of our corporate letter head in Writer. But also in Impress, this would be useful.

I agree that it should be. We have part of this functionality:
Tools->Options, dialog "Options" LibreOffice->Colors
There we can select any color by mouse or type values of RGB if we known them. But we have 2 problem:
1. No links from Writer UI to there (user my not find this place)
2. No eye dropper to take color directly from screen pixel. (At this time I use another program to see RGB values of pixel and then input these values into LibreOffice)

And Writer and Draw have independent palettes, so adding color in Draw we will not see it in Writer. And Writer has no option to load color palette.
