When the document edit status is read-only (opened RO or by toggle of File Edit) the new UI for headers and footers is still available.

[Reproducible] with Parallel Dev-Installation of  "LibreOffice 3.5.0 Beta2- WIN7 Home Premium (64bit) German UI [Build-ID : 8589e48-760cc4d-f39cf3d-1b2857e-60db978]. 
Contents of Header / footer can not be edited, menu 'Format -> Page' is inacitive.

But modifications with the new "Direct Edit" will be possible for "read only" documents. 

Also a problem  with Server installation of MSVC Master "LibO-dev 3.5.0 – WIN7 Home Premium (64bit) ENGLISH UI [Build ID:  a286353-090bcba-3bf3b94]" Win-x86@6 – 2011-12-02_22:36:35), so not a particular 3.5.0Beta problem

Please update to Beta2, most Beta0 bugs were only in that version, not in later ones.

The problem can also be seen in beta2.

The UI enables via pop-up deletion, format and setting background and borders, which of coarse do not have any effect; addition of a header or footer is not provided in the pop-up though.
