When a file contains non-latin (just latin-A characters), Impress cannot open it even directly with error message 'FILENAME does not exist.'

Apparently it affects every LO application. Strangely, they are able to save files with provided name, but still show "does not exist" message.

Oh I knew fucking KDE was a culprit.
