Problem description: Paragraph-initial tab stop cannot be filled in hanging-indent paragraphs and the value of the tab stop keeps changing in the formatting dialog 

Steps to reproduce (works both with paragraph-specific formatting or paragraph styles):

1. Create a paragraph with hanging indent, eg. first line indent 2cm, first line -2cm.

2. Add a tab stop to the same value (2cm), i.e., to the position of the hanging indent. Specify a fill character.

(This is needed in some bibliography styles when one author has several bibliography entries: the filled tab stop denotes “the same as before”.)

Current behavior: The paragraph-initial tab works only as far as the correct indent is concerned. The fill character does not appear.

Expected behavior: You should get a paragraph where the first line has a filled tab stop.

Further: When you return to the paragraph formatting dialog, the value of the tab stop has changed. The new value seems to be indent minus the tab value, i.e., 0cm if the values were identical to begin with. You can even provide negative tab stop values but that does not affect the outcome: the initial tab cannot be filled with a character.

What if use value for tabstop 1mm less than left paragraph margin? For tabstop appears slightly to left from text.
