Sorry, if this is an duplicate but I don´t found the bug on LibreOffice bug tracker. There is no possibility to define a user defined chart/diagram layout (size,background, colors, x-y interval, title). 

Details:
- no custom presets available
- also the the "Format Paintbrush" button doesn´t work with charts
- record changes as Macro doesn´t work while editing the diagram

I don´t see any workaround for this issue (like an extension) but it´s still there since 2003.(tested with LO 3.5)

In 3.5.3 such functionality not found, so changing status to New

What is interesting: in msExcel 2007 in dialog where we select diagram type exist buttons "Save as template" and "Select from templates".

Possible workaround: copy-paste another chart and then change Data Range there.

Such defaults are known as styles.
Set duplicate of bug 62925.
