I want to change the last item from the 2nd level to the 1st level. If I use the Promote button ("<=") or use shift-tab when the cursor is at the beginning of the line, the line gets indented even more, and has a ">>" bullet instead of the 1st-level centered-dot bullet.
I can confirm the reported effect with parallel installation of Master "LOdev 3.6.0alpha0+ – WIN7 Home Premium (64bit) ENGLISH UI [Build ID: 4495824-6299bf6-ec8645]" (tinderbox: Win-x86@6-fast pull time 2012-04-08 00:03:52), but further research will have to be done to find out whether we really have a bug here. As reporter correctly stated, "Promote" does not mean "a little more to the left", but "use formatting of "current enumeration level -1". What if there is some strange damage in the document what causes that problem? I see the reported problem with all Versions (including OOo 3.1.1), but not with a new document with enumeration created from the scratch. My research shows that in fact there seem to be some problems with enumeration formatting, for example if I simply create a text box with a single word and click the 'Bullets on/off' icon, I sometimes get a bullet, sometimes i get the selection dialog, sometimes nothing happens, and when I got the bullet, 'Demote' icon is greyed out. MAy be the sample document's problem is the result of those other problems. @Steve Kelem: It would be great if you could do some more investigation with most simple presentation documents. I recommend to write down your result with a step by step instruction following example in Bug 43431 If you find more problems please submit a separate bug for each problem and set me to CC, we will collect the results with tracking "Bug 48799 - [Task] Formatting and UI for Bullets and Numbering broken"
Only reproducible with reporter's document, not with own documents. Closing Bug due to reporter's inactivity as INVALID due to lacking information. @reporter: Please feel free to reopen this bug if you find out that the problem still exists with the current stable LibreOffice version and if you can contribute requested additional information due to <http://wiki.documentfoundation.org/BugReport> (especially BugReport Details)!
How more explicit do I need to get? My initial submission includes a file demonstrating the problem, step-by-step instructions, the expected behavior, and what happens instead of the expected behavior. The implication of your statement, "If I start from scratch, then I don't see the bug" is that if we users encounter a problem like this in an existing document, that we have to re-type the entire document afresh, which is ludicrous! One additional thing, probably a separate bug, is that "Undo" does not undo the "Promotion". This bug still occurs in LibreOffice 4.0.2.2.

The list item has a hard formatting with an own list style. Open entry "Bullet and Numbering" from its context menu. Look at the preview in tab "Customize". If you want the list item to behave as the other list items, you first need to remove the hard formatting. Set cursor in that line and press Ctrl+Shift+M. Now you can promote and demote as you like.
