The file referred to in my submission

A word file mailed to me contains tables in a frame 

When opened the Libre it is missing. When opened in MS Word 2003 they are there.

If saved in Libre, it is opened in MS Word as big dots

Layout and tables issues. After saving the file big dots visible in some places.

NEW as bug reproduced.

PDF saved from MSO 2013 for reference.
LibO renders the .doc badly.

There was improvement in past versions. SUPPLEMENTARY INFORMATION wasn't OK but now is. LO asks for username/password, which is another issue.
But EDUCATION AND TRAINING RECORD is NOK and bug should be about that.

The file resaved as DOCX compared MSO2016 LO6.3+

If the file is resaved as DOCX and then compared in MSO2016 and LO6.3+ there are more problems but MSO also has them. So I wouldn't bother about that part.

This is a table in an autoshape. Somewhat non-standard design...

The autoshape is imported as an editeng object. Tables cannot be inserted into editeng frames (table menu is disabled, and so is insert table in notebookbar).
