Problem description: first time trying to run officewriter after installation fails.

Steps to reproduce:
1. install libreoffice 3.5.4 and en-gb language pack.
2. try to open office writer directly (the first time)
3. ....

Current behavior: program does not open

Expected behavior: program to open, showing ui.

Platform (if different from the browser): XPsp3, win7sp1(32bit for both)
              
Browser: Mozilla/5.0 (Windows NT 5.1; rv:13.0) Gecko/20100101 Firefox/13.0

note: subsequent attempts to open officewriter work as expected.

I believe this is a DUP of "43989 - After installation first launch terminates after splash screen"
