Problem description: 

Steps to reproduce:
1. Open about dialog. "Close" button is focused.
2. Press left arrow key - focus jumps to "License" instead of "Website"
3. Press left arrow key again - focus jumps right to "Website" button

Current behavior:
Focus should follow order of the buttons

Expected behavior:
Right now, it jumps without any sane order

Platform (if different from the browser): 
              
Browser: Mozilla/5.0 (X11; Ubuntu; Linux i686; rv:13.0) Gecko/20100101 Firefox/13.0
