Problem description: 
When there is an image, anchor as character, if reduce the image size, the following paragraph will not go upward, but remain at the current position.

Steps to reproduce:
1. Insert any image (or OLE Object such as spreadsheat)
2. Anchor as character
3. Press enter for the following paragraph, do not type any white space or character at the same line of the image
4. Enlarge the image, the following paragraph will be pushed down
5. Shrink the image (or undo), the paragraph will not go up

Current behavior:
Produce empty space between the image and the next paragraph after shrinking or undo.

Expected behavior:
The paragraph should be immediately after the image, no empty space.
