When Tools/Options command is selected, every application crashes.

Did you try with a brand new LO profile ? (see http://wiki.documentfoundation.org/UserProfile)

Just read fdo#51861, what language do you use in LibreOffice ?

New profile doesn't help. Only English interface pack is installed. Windows locale is Russian.
