Problem description: 

Steps to reproduce:
1. Click tools-Personalization
2. choose guide "toolbar"
3. Click in add
3. select "format" -> "page format" (in portuguese "formatação de página") and click in add
4. The button in toolbar not work

Platform (if different from the browser): 
              
windows 7
java 1.7

Reproduced in libo 4.0 Version 4.0.0.0.beta1 (Build ID: 87906242e87d3ddb2ba9827818f2d1416d80cc7)
Win7 - 32 bits

But i'm little disappointed. What's should be appear ?
Where is the menu that do the same functionnaly ?

I'm thinking that this shorcut was to open the "Page parameter" ? ("Paramètres de la page" in french).
- Page parameter shorcut works.

Yeah, the added Page formatting button doesn't work.

If you want to do more to help you can test to see if your issue is a REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
