Problem description: 
LOO default UI langauge is EN US, but should be EN GB as default built-in help language is EN GB, because otherwise they are not paired authomatically - when you install bult-in help, you should change UI language to EN US in order to get access to it.

Steps to reproduce:
1. install LOO
2. install built in help as provided on the download section of the LOO website http://www.libreoffice.org/download/
3. try to open help by F1 - redirected to web help
4. open Languages options, you will see UI language is EN US
5. change UI language to EN GB
6. click F! - you will get access to built in help topics

Current behavior:
as result installed default bult-in help doesn't work, unless you change UI language to EN GB
Expected behavior:
default built in help should work with installed LOO with default setting without re-configuration

I never observed that problem with multilingual "LibreOffice  3.5.5.3  English UI/ German Locale  [Build-ID: 27122e39-92ed229-498d286-15e43b4-d70da21] on German WIN7 Home Premium (64bit) and others.

Currently I believe this one is INVALID / User error.

@reporter:
For LOO problems you should ask your plumber ;-)

Please:
- add information 
-- concerning your OS (Version, Distribution, Language)
 -- concerning your LibO version (with Build ID if it's not a public release)
     and localization you want to get (UI language, Locale setting)

Please explain more clearly:

I can't confirm that, my (update) installations always open with German UI
The interesting question is what UI languages you selected during installation? Generally LibO Installer selects OS language as default LibO UI language and additional ones what have been installed during more early installations.

b) " ... default built-in help language is EN GB"
How did you explore that? I thought there is no help pack at all in the package

c) "install built in help"
What one? ພາສາລາວ, बोडो, or српски?

If you try to get LOCALHELP without having installed help for language of your durrently active UI that can not work at all.

May be you have installed an en-GB Help (from a former LibO version) without knowing? such obsolete Help packages often work (more or less) for later versions.

My answers as per your questions list:

- OS Win XP SP3
- LOO version is 3.5.5.3 as I have mentioned already above, the build Nr.  7122e39-92ed229-498d286-15e43b4-d70da21
- the goal is to download LOO and help module from LOO site - as it is, wityhout making any choice of language etc., and that built-in help module would work without any troubles of changing setting after installation

I didn't chose actively any language, I just plainly downloaded the LOO 3.5.5 from http://www.libreoffice.org/download/ - and there is an info, that it EN-GB version.

I played around with Win XP SP3 Control Panel local/regional settings - these settings doesn't influence the LOO choice of User interface, it stays always as EN US. But OS setting influences language locale as per OS setting.
And - LOO chose appropriate built-in help module basing on Users' interface language setting 9 as it is described in the Help on UI language).

You go to http://www.libreoffice.org/download/ , it states :
"Download LibreOffice
LibreOffice Windows, version 3.5.5, English (GB)."

And below that link to to files to download 1) LOO 2) built-in help module.
That means that LOO and its built-in installable help module should come for EN GB - LOO with UI language EN GB, and nuilt-in help module with texts in EN GB.

This is definitely is a bug - and the bug is in the configuration of LOO installable file, as it opens with EN US UI language setting, instead of EN GB, although LOo version is marked as EN GB.

I think this bug appeared at 3.5.5.2. or 3.5.5.1- i don't remember, as before it was always fine - you just install default LOO version, help module and they work well one with each other.

What is your OS-Language and language of your Browser?

For me it's clear, that instead of EN GB LOO 3.5.5. that is stated http://www.libreoffice.org/download/ I am getting EN US version, that is on first start up there is EN US set as UI language.

That means that on the mirror is by mistake put LOO 3.5.5 EN US file instead of EN GB lace the correct file LOO EN GB as there is currently LOO EN US, that's all.

You are wrong. As you simply can see in the name of the download file "LibO_x.x.x_Win_x86_install_multi.msi" and on an arbitrary mirror site like <ftp://ftp.rz.tu-bs.de/pub/mirror/tdf/tdf-pub/libreoffice/stable/3.5.5/win/x86/>: no "EN-US Installation File" does exist, but a multilingual one.

To clear this up:

The windows installer is a multi-language packet. It contains all UI languages. What language will be installed/used by default is determined by the Operating System's locale settings, but can always be overridden when using the custom setup options in the installer.

What is printed on the download page is the language that is determined by the user's browser and/or manual selection. It is to show the downloads matching that language.

In the case of windows, you will be offered: 

* the main installer that includes all ui languages
* helppack in the listed (as seen above) language

For Linux it would show 
* the main installer (always en-US only)
* languagepack (the UI in the desired language)
* the helppack 

On Mac it is:
* the main installer (always en-US only)
* the languagepack (that includes helpcontent)

It does, but only to the extent as it can only switch to different UI languages when those additional UI languages are actually installed. So if en-GB was left out during installation because you had the regional settings set to US, then it won't install the necessary files for en-GB / only adapt things like decimal separators or default document language, but not the language for the UI elements.

If you think that it should have installed en-GB with your regional settings, then please state what exacly you had your Windows set to when installing.
