Problem description: 

Option "Do not split paragraph" shifts the entire paragraph to the next page or column after a break is inserted.

In case the picture is anchored to this paragraph it's possible that picture splits the paragraph. 

There should be additional option for paragraph style which says: Don't split paragraphs in case of pictures. 

If ODT doesn't support this option for paragraphs it can be inserted as Compatibility option for the document. Then "Do not split paragraph" option has effect in case of pictures.
