Performing Parallel installation (msiexec /a) 
does not show the Custom installation page in the setup, where one can choose e.g. the dictionaries to be installed 

Even more, when doing an installation with msiexec /a , all dictionaries are installed.
Whereas with normal installation, only some are checked by default.

(I'm not a Windows/msi expert. But did check msiexec --help. That didn't show me options that I considered useful in this matter.)

(Alss, I'no not checked this with older versions of the installer).

We can hack MSI to the point that it will do what you want, but I'm a bit afraid of side effects. Custom installation page is missing from the sequence of administrative install. It should be carefully tested what happens, if we include it.

I think, that this is no bug at all. If you use the parameter '/a', then you do not perform an 'installation', but you only unpack the file. It is a special feature, that you can run LibreOffice without being installed. The true installation (with system integration) will be done, when you use the .msi file, which you will find on top level in the unpacked folder. And there you will get the page, where you can select, what to install.

This parameter '/a' allows to unpack the downloaded file to a place on a server. From there users can install it on their local PC without download. Different users can use different parts of the package, one will need a French dictionary, another one not. One user might want an English UI, another one a German UI. Therefore it makes sense, that the unpacked package on the server contains all of them.
