How to reproduce - 
1. Create a formatted field form control using "form controls" toolbar
2. Right-click the field in the design mode and select control
3. Left click the "..." button next to the "formatting" field.
4. Select "Date" among category options
5. Type a non-standard code into "Format code" field, smth like YYYY or YYYY-MM as in my case. Close all option windows.
6. Try to submit date to a field

In my case any date is converted to 1899-12 and I'm unable to change that by any means. The only available operation is decreasing the value, e.g. I can switch to 1899-10 by mouse-wheel-down and after that I can't increase to 1899-12 or 1899-11 anymore.
When using YYYY format, the date switches to 1905 and it can't be decreased or increased.

As I've been able to confirm this problem I am marking as:

New (confirmed)
Normal - can prevent high quality work
Low - only happens with very particular formatting, also a feature that not a whole ton of "normal" users use
