I see the language substorages in MSI but they are empty. Additional problem that for some LCIDs the transform cannot be loaded. For example: msiexec /i LibO-Dev_4.0.0.0.beta1_Win_x86_install_multi.msi TRANSFORMS=:1038 the Hungarian localization leads to an error message: Error applying transforms. Verify that the specified transform paths are valid.

The "Error applying transforms" was unrelated, that was a PEBKAC.
