Well, I now this is inherited from OOo, and Google says it's "bug" #i116037#, and that a person called Thomas Benisch was working, and it's supposed to be a closed bug.
But I cant figure out how to enable the formula bar in Calc when a chart is activated, nor find this bug here. 
And if it's already possible, I think it should be by default.

Could you please give more information about your bug to reproduce it?
Why do you need the FORMULA BAR if you are in the chart format mode after two left mouse clicks on the chart?  This bar is used for inserting a formula into a cell?  If you select the chart only with one left mouse click or select any cell in the sheet then you would have the FORMULA BAR.
Or is there a misunderstanding from my side?

Sorry, I give for known that when you edit a chart in MS Office, you can edit if directely from the formula bar when selecting a series. You are able to do this insead of entering in the chart dialog. And yes, it's quite useful. I'm attaching a screenshot of how it seems and works.

Yes, or at least, is positioned in the same place. The main difference is that in MS Excel, you don't need to make a double click over an objet to activate it. So, when you select on object as a chart, the formula bar remains in the same place, but it shows the formula "series" (see screenshot).

Astonishingly, this bug is not more present in LibO 5.2... I didn't see that in the release notes :-/
