Select range
Formatting > Conditional Formatting > Data Bar
Choose More options
Change one of the Bar colors
OK
 > Error: "the minimum value must be smaller then the max vallue"

(Still the Minimum/Maximum have Automatic as value)

fixed in master and 4.0 but forgot the bug number in the commit message
