Problem description: message Error 1310 during installation

Steps to reproduce:
1. run installer


Current behavior:error accessing cli_basetypes.dll in a tempdir.

Solution is to install .net 4 from Microsoft before installing this beta on Windows XP (maybe also Vista/7/8, not sure if .net 4 is already installed there)

Known problem from "Bug 58275 - Install fails if .NET Framework 4.0 (Client) is not present".
