big calc-document

Problem description: 

Steps to reproduce:
load the attached calc-file with version 4.0beta
mark the whole calc-sheet
try to adjust the row height by clicking to the left border
or
click Format .. Row .. Optimal Height
nothing happens

no problems with 3.6.4.3
no problem with 4.beta and a new (!) created calc sheet
the problems appears only with older calc-documents

I confirm this bug occurring only with spreadsheets created with a previous version of Libo (3.6)

changed to blocker, because spreadsheets created with prior versions cannot be worked with.
