Problem description: French dictionary extension is hard locked in LO4 for some reasons. I don't use it at all. I think it's should be here by default and be hard locked.

You can unselect Dictionaries you do not need during a custom installation, I think you did not try this?

the French (as well as Spanish) dictionary is intentionally included
in the default (en_US) installation set; i don't see any good
reason to change this.

in fact users are asking to add additional dictionaries for some
UI languages, see for example bug 59380.

it is intentionally not possible to uninstall the bundled extensions
via the Extension Manager UI (since the OS package manager owns them);
you can probably use the installation program on Windows to get rid of them;
at least that's what Rainer says and he uses Windows so he should know.
