Problem description: 
It could be better if right click menu on rules or rules fields will have ability set fields precisely by typing exactly digits.
Somewhere in place that I show in attachment.

Thanks for reporting this enhancement!

As long this enhancement isn't a feature of LO, you can still add tab stops by typing exact digits: https://help.libreoffice.org/Common/Inserting_and_Editing_Tab_Stops
Therefore you need to go to 'Format > Paragraph > Tabs'. There you can Insert and delete tab stops.
