Would it be possible for built-in Russian dictionary to:

1. Convert it from KOI8-R to CP1251, as KOI8 is a text-mode character set, and
2. Add ICONV ' -> ’ record, as in its present state there is a conflict in spelling the apostrophe between spell and grammar checkers.
