LibreOffice 4.0.0.3 offers a setting at Preferences->LibreOffice Calc->Formula called "Recalculation on file load".

The option is set effective for the whole application. Since I believe that the default behavior ("Never recalculate") will lead to problems in a certain class of spreadsheet-solutions (e.g. spreadsheets with macros making use of external resources) this option should be set on a per-spreadsheet basis (i.e., it should be possible to explicitly save a spreadsheet with "Recalculate upon next open" - or s.th. like that).

This is related to "bug" 60964.

This is an application option.

We will try to fix the problems for all known cases but the decision to switch to cached value import was long discussed by the Calc developers. It is known that there might be a few cases we need to adapt but we will fix them.
