Steps how to reproduce [Reproducible] with Server Installation of "LibO  4.0.2.0+   -  English UI / German Locale  [Build ID: 01f8d0a1dffce854a66c0f957e81e6df6d361a8)]"  {tinderbox: @6, pull time  2013-02-26 09:45:35} on German WIN7 Home Premium (64bit) with newly created user profile ….\LODev\4\:

1. Open attached "drawtestmulti.odg"
2. Activate Auto Spell check if necessary
   > you will see red underlined misspelled words anywhere except in text
     in french language "C'est un texte"
3. <control+a> to select all
4. Menu 'Format -> Character -> Font -> Language -> English-US' <ok>
   Expected: Now misspelled words recognized in French text, but English ok
   Actual: No changes in spell checker results
5. Save under new name, close and reopen will heal that

New test

11. Open attached "drawtestmulti.odg"
12. Activate Auto Spell check if necessary

13. Doubleclick a text field with english text "This is a text", and 
    <control+a> to select all text in the box
14. Menu 'Format -> Character -> Font -> Language -> English-US' <ok>
   Expected: All English in box ok
   Actual: No changes in spell checker results
15. Save under new name, close and reopen will heal that

Already  [Reproducible] with  "LibreOffice 3.6.5.2 " German UI/ German Locale [Build-ID: 5b93205] {pull date 2013-01-18} on German WIN7 Home Premium (64bit) 

Was still ok with 3.5.7.2, 3.4.5, 3.3.3

This one probably is a DUP of "Bug 60062 - Language change via Format-Cell-Font is ignored by SPELL check until save-close-reopen": Similar effect, started probably at same version (currently not tested exactly)
