The autodetection of the language is wrong - Regions and Language -> Formats is set to Norwegian, but my OS language is English.

Maybe that list is inappropriately named, but what it does is choosing the system locale for a current user. Installer defaults to it unless you specify another transformation by "TRANSFORMS=:1033" option.
