Expected behavior:
Select a row (example: row 3).
Menu Window | freeze.
Scroll down to bottom row (example: row 1500).  Still see top frozen rows (2 rows in this example)
Edit some cell values on this row.
Save spreadsheet in Excel 2003 .xls format. Exit LibreOffice
[Thus far things work]
Re-open spreadsheet.
Desire: spreadsheet opens to last edited row (example: 1500) and top frozen rows visible (example: two rows).

Actual / error:
Upon re-open, the spreadsheet is opened viewing the top rows (position lost), and the freeze is not there (scrolling causes top rows to scroll away).

Extra Notes:
This operation worked as expected in LibreOffice 3.n.n, prior to upgrading to the version 4 (same file and all other conditions)

Sorry..I made mistake, this bug isn't duplicate to bug 61060

But I can't reproduce on LO 4.0.4.1 (Win7 32bit) -> cell position remebered after saving & reopening file

Shrt answer: the problem occurs on multiple sheets, not the first, within the .xls file.

More: 
My real world use cases: 2 large spreadsheet files, each with multiple sheets (named tabs on the bottom).

In one case, the top/first sheet is a small summary panel, so doesn't really scroll at all. Some of the "interior" sheets do have the problem listed here.

In another, the first/top sheet does scroll, but does not exhibit this problem (e.g. freeze pane and position ARE maintained across saves/reloads on the top sheet).

So, in my usage, yes the problem may be specific the additional sheets within a the file. 

Note: I have tried variations of intentionally changing something on the topmost sheet before save--and that did not solve lost freeze and position problems on the other sheets.

This is known issue with many duplicates. In general there is a problem when you use freeze beyond 2nd sheet in XLS files.
