I used the shortcut CTRL+D to copy the content of the upper cell into the active cell. Then, as I needed to modify some things in the new cell, I immediately pressed F2 to modify its content.
But, I saw that the content of the cell went back to the old content, because until you click somewhere or move the active cell, the real cell content is the old one despite you see the new one.

reproducible on LO 4.0.3.3 (Win7 Home Premium 32bit)

I don't know whether it's a bug? 
After Ctrl-D, we must click again on the cell before pressing F2 to modify its content.

I found this bug too.
Sure it's a bug. I use keyboard shortcuts only so I don't click at all.
Workaround is to change active cell with arrow up and then arrow down.
However it's a bug and should be easy to fix.
