Problem description: 
The frames which are anchored as a letter scale down poorly. When you reduce the height of a frame the further contents of a document do not follow the new size of a frame. Other operations such scaling up size of the frame work properly. Moreover,
cutting and pasting of a such oversized frame or saving and reloading of a document repairs the problem .

In the file attached you can see two examples one empty fram for the behavior described as above and another a little bit more complex - a frame within frame. Once again when the height of inner frame is scaled down then the master one cannot notice it and is not able to scale down.

Tested also on daily build: Version 4.0.4.0+ (Build ID: b8dd48c73c0d6978913e93af8ea8e0fae0b2c19)

Steps to reproduce:
1. Write a paragraph of text
2. Insert a frame before that paragraph
3. Try to scale it up and then down - observe where the next paragraph is located

Current behavior:
The successive contents do not follow change in frame size

Expected behavior:
It should

Hello Przemyslaw,

It's a known issue not fixed. 
There is a workaround: add a space after the frame.

This is definitely a duplicate, I need to track down the fdo# but it has been reported before :) Thanks for the report
