One of the oldest bugs in Base - it never works and its not a good idea to duplicate this bug.
You could use shapes instead. Set the fill-color of the shapes from blue to white. So you can put the whole shape in the background of any other field an get lines around this field. If you want to create only one line put the hight to 0,01cm - works better than the lines, which couldn't be positioned oen over another.
