Created attachment 79946 [details] .odt file to reproduce the problem Currently, the placement of figures in LO writer is suboptimal. In the attached example, the figure is too large to be placed at the end of the first page, so it is moved to the second page. This is OK, but the following paragraphs should fill the end of the first page so that there is no large white space in the document. This can be done manually by a copy/paste of these paragraphs, but each time the document is modified, the placement of figures should be checked and modified. An automatic solution is needed.
You could try this "trick" : right click figure (at the border) > Anchor > To Page Please change Status to: RESOLVED NOTABUG if you think it's not a bug
The problem with anchoring to the page is that you want the figure to be as close as possible to some paragraph. If you insert a lot of text at the beginning, the figure will stay attached to the page while the related paragraph will move several pages down.

For your information, the Lyx document processor implement such a concept of floating objects.

Perhaps this could be an enhancement request as mentioned in Bug 52153?
