The file that cannot be opened

Problem description: 
There's a .ppt file that cannot be opened by libreoffice.
However it can be normally opened by Microsoft PowerPoint 2013.
I hope the problem can be solved so that I don't have to download Microsoft PowerPoint to open it.

Steps to reproduce:
1.just double-click the file 

Current behavior:cannot open it

Expected behavior:opened normally

Your attachment is .cgi, as far as i know, it's not default format to be opened with LO. So it should be opened using right click then "Open with" on Windows Explorer, or double clik then "Select a program..." & choose LibreOffice.

I can confirm that attachment can be opened with LO 4.0.4.1 (Win7 32bit).

Please try again, & if it works change status of this bug to: RESOLVED NOTABUG

The file can be opened in Libo 4.0 without any problem. Please check the screenshot.
