Problem description: when enabling extended tips, the tips come up and it is hard to avoid them to come up. Even scrolling using the touch pad, the tip comes up and obstructs from viewing content

Steps to reproduce:
1. enable extended tips in tools>options>libreoffice>general>help>extended tips
2. hover over any button/thing
3. scroll down using touchpad

Current behavior:
the extended tip pops up and continues to show regardless of moving to another button/thing.
while scrolling down using touchpad, the extended tip pops up
Expected behavior:
The extended tip should not obstruct the content while scrolling. 
Would suggest that the tip be shown above the status bar like chrome shows a link when we hover over it at the bottom and above the status bar.

I don't have this issue at all - tested all the way back to 3.5alpha0. 

When I highlight a button and then scroll using the right side of my mouse pad the tip goes away and doesn't reappear unless I hover again over the button (move the cursor a bit)

If you still experience this problem with 4.0 or the upcoming 4.1 please mark the bug as UNCONFIRMED again - if possible a screencast might help (youtube link is fine)
