Problem description: 
 The form of the cell is not used when a file is opened. 

Steps to reproduce:
1. set cell form
   [$￥-411]#,##0;[RED]-[$￥-411]#,##0
2. input data
3. save file
4. close
5. open file

Current behavior:
 Not use format
Expected behavior:
 use format

I think it is a duplicate bug.
Try doing a hard recalc Ctl+Shift+F9-

The problem is not solved.
The problem is in Version 4.0.4.2 (Build ID: 9e9821abd0ffdbc09cd8c52eaa574fa09eb08f2)
