Hotel price list save from HTML page into a .xls file

Problem description: 
Could not open .xls file saved from HTML page.

Steps to reproduce:
1. Download a .xls file from a website.
2. Open the file in Libreoffice by right clicking the file and choose open with Libreoffice Calc.

Current behavior:
Libreoffice 4.1.0.4 produces General Error, General input/output error message.

Expected behavior:
Should be open normally like old version of Libreoffice and newest Microsoft Office.

Notes:
It's an HTML file saved as .xls provided by the website. It contains Hotel price list.  
Operating System: Windows 7
