Problem description: 

Steps to reproduce:
1. open "Paragraph Style" dialog in Impress
2. Switch to "Font effects" Tab

Current behavior:

The drop down "Effects" ("Capitals", "Lowercase", ...) is missing

Expected behavior:

The drop down is available

LibO 4.1.2.3 on win7 : description not precise enough to be able to try to reproduce :
- I can see "Effets de caractères" in the "Format > Caractère" dialog, not in "... > paragraph" dialog,
- no "effects" drop-down menu in this dialog,
- the "Capitals", "Lowercase", etc . are available in the right clic > drop-down menu on a text ("Modifier la casse > ..." in French) in the slide

I can confirm this,
For Calc and Impress/Draw.

And I have the idea that the situation is like this already a long time...
I set this as Enhancement,
