The orientation of the title of the secondary axis is set to 0deg. I save-close-reopen the file and it resets to 90deg. This does not affect the primary axis.
Please provide more detailed steps - do not assume that people trying to confirm your bug know how to make secondary axis or how to rotate. Additionally providing a test document with clear and concise steps helps a lot. Marking as NEEDINFO - once requested information is provided mark as UNCONFIRMED and we will try to help
