Problem description: Toolbars disappear permanently after enter full-screen mode

Steps to reproduce:
1. Enter full-screen mode
2. Exit full screen mode

Current behavior:
Toolbars that were hidden by entering full-screen mode remain hidden and must be turned on again via the Veiw>Toolbars menu.

Expected behavior:
All toolbars that were open prior to entering full-screen mode should reappear after exiting full-screen mode.
