CONFIRMED on Ubuntu 12.04.3 with
LibreOffice Version: 4.2.0.1

1) Download and unzip Octave-test.zip
2) Load test_PSD_svg.svg in LO and in FF

Result:
The SVG image will load in FF and display labeled axes, text in a key for the graph ("Measured driver PSD"), etc..

The same SVG loaded into LO will not display any of the text.
