Problem description: 
LO 4.3 is unable to start on a machine without JRE installed and constantly required it.

Steps to reproduce:
1. Install LO 4.3 rc2 on a machine without Java installed
2. Open LO 4.3
3. Multiple dialogs will ask you to install JRE. The message shown is:
"LibreOffice requires a Java Runtime Envirnment (JRE) to perform this task. Please install a JRE and restart LibreOffice".

Current behavior:
LO 4.3 absolutely ask to have JRE on the computer. This bug affects UX very hard since you are unable to work. It also suggests to the user that LO is hardly dependent on JRE.

Expected behavior:
LO 4.3 doesn't need JRE to do everything (only Base, some extensions, etc..) so it shouldn't always ask for it.

Could this bug be related to the work around Accessibility (JAB)?
I don't need any accessibility tool and it's not enabled on my machine.

Importance set to HIGH because it prevents user to do anything and affects badly  user experience (revert this change if the bug isn't so important).
