If you export a PDF and set a "permission" password, the settings for printing don't work correctly anymore. 

When I set printing to "not permitted", the PDF allows printing in full resolution (checked with Acrobat). 
With "150 dpi" set, it's still the same. 
With "high resolution" set, the PDF can not be printed.

The "Changes" were set to "none allowed", a quick test shows no difference when "changes" are set to "any except extracting pages".

Can anyone confirm the issue?

hi, take a look at Bug 74654 - Other: PDF Security options (can't print file)

are you describing the same issue that those other user reported?

Yes, it looks like it is the same issue.
In short, the security options are broken.
I'll mark this as a duplicate...
