There seems to be a subtle difference in the line spacing. Other versions of Writer behave similarly or worse. LibreOffice 3.5.7.2 shows only the title banner. Since Word 2003 is that last version of the program that natively writes .doc format, wouldn't that make it the authoritative version? I suggest NOTOURBUG.
