In my previous version LibreOffice 4.0.6.2, XLS files opened correctly in Calc. Since upgrading to the latest released version 4.1.5.3 in Feb 2014 they are now opened in Writer. 

I've tried opening one using Calc's File Open command and navigating to the file but again it opens in Writer. Also tried using File Open and then the drop-down to select 'Microsoft Excel 97...(*xls)', but this only gave an error message that it wasn't a valid file. 

I've reverted back to v4.0.6 which happily opens the files in question, so I don't think it's simply a case of a corrupt file. I'm running on Windows 8.1. I'd submit a sample file but alas they're statements generated by my bank!

What happens if you change the file extension to htm or html, and try to open it from Calc?

Sorry for the delay in replying. I renamed the .xls file as .html as you suggested, and had success opening it in Calc. I also tried several variations, just for your info:

1. Via File Explorer, used command 'Open With... Calc'. This opened the file correctly in Calc, showing the usual 'Import Options' box first. 

2. Opened Libre Office Calc, File Open, navigated to the file. Again this opened correctly in Calc, as above. 

3. Double-clicked directly on the file in File Explorer. It opened as an HTML page, as expected.

4. Opened Libre Office without choosing a specific application, then File Open, navigated to the file. It opened in Writer/Web.

5. I also went to the banking site, chose the 'Download in Microsoft Excel (xls)' option and then opted to Open the file directly with 'Libre Office Calc (default)' rather than Saving it first. It opened in Writer.

It's a known issue, fixed for 4.3.
