I download the .docx file found at < http://download.microsoft.com/documents/customerevidence/Files/710000003670/Xiamen_Tungsten_Group_unifies_enterprise.docx > and opened it in LibO and the paragraph spacing was off when comparing it to word 2010. This was tested on 4.2 and 4.3. Tested 4.1 and 4.0 and they had more spacing than they should have.

Reproducible, tested using Windows 8.1 with LibreOffice Version: 4.3.0.0.alpha1+

Comparing your pdf to my screenshot, you can see that now the paragraphs have more line spacing than they should.

Presently the only difference i can see is the first line has above and below paragraph spacing of auto in MS Word and its 14pt above and below on LibO 4.5 2015-01-04.

Looks to me that LO 4.5.0.0.alpha0+ 2015-01-19 sets the same spacing as LO 4.3.5.2, while LO 4.4.0.2 is different. Strange because 4.4.0 seems fine. I cannot verify with MS because it's showing points. 
Example: 
Paragraph - title: LO 4.3.5.2: above 0,49 cm, below 0,49 cm; LO 4.4.0.2: above 0,90 cm, below 0,90 cm; LO 4.5.0.0.alpha0+ 2015-01-19: above 0,49 cm, below 0,49 cm

LO 5.0, similar to 4.4, opens the document fine. 
There's only slight difference with the image spacing, but that's another issue.

The spacing between paragraphs is still off, but believe its due to the empty space found at the top of the document (bug 112745).
