how the indent shows in odf 1.1 and 1.2

I download the .docx file found at < http://download.microsoft.com/documents/uk/partner/publicsector/DraftMicrosoftResponsetoGovernment.docx >, opened it in LibO and then saved it as a .odt 1.1 file. Then i re-opened them and on page 17, the bullet lists have no indentation between the bullets and the following text. Tested on Linux Mint in the latest releases of 3.6 - 4.2 as well as 4.3 alpha.

Confirmed > NEW

If selected odf 1.1 under Settings > Load / Save > General, saving file and re-opening, bullet points on page 17 are missing the space between bullet point and text.

The file linked in the description is gone, but we can use the reduced example attachment 137447 [details] from bug 78352. I still repro the disappearance of the indentation with that when saving as ODF 1.0/1.1

ODF 1.1 is not able to handle indents with tab-stops. So a workaround would be needed.

As isolated problem, I would suggest to close as "Wont Fix". But converting from modern list structure to legacy list structure exists too, when copy&paste a list from Writer to an outline object in Impress. Currently the bullets are lost, see bug 37592 for example.
