I always have to set that myself. Dump.
(By the way: currently the dialog Outline numbering does it properly. From what I remember, that hasn't been like that always.)

It has been pushed to "master":


fdo#78783: fixed init position to 1 and using css

The patch should be included in the daily builds available at
http://dev-builds.libreoffice.org/daily/ in the next 24-48 hours. More
