On Windows 7 sp1, 64-bit with
Version: 4.3.0.2
Build ID: 14ed55896fdfcb93ff437b85c4f3e1923d2b1409

The help & tool tips become additional annotation when AT support is enabled. But, the Help assignments and tooltips for StartCenter are not correct.
 
This can be seen with Tools -> General -> Help : Tips & Extended Tips checked, the extended tips show only with an incorrect text "click an icon to open a new document or file dialog".  Or activate a screen reader AT (NVDA or JAWS).

Last code changes for bookmarks and assigned <ahelp> tooltips look to have been in http://opengrok.libreoffice.org/xref/help/source/text/shared/guide/startcenter.xhp?r=63d3d0a24085e9bbad5518be9d13284e0b1bfa06

and

Locale: en_US
and the en-US local help installed.

No longer an issue.  Believe, much of this issue was resolved with  	
Caolán's work on bug 88970
