Problem description: 
Generally it is possible to browse for a file and click it for Hyperlink creation. This will fail if you do that for documents on an ftp location.

Steps to reproduce:
1. Do preparations as per Bug 80764 - FILEOPEN: 
   No Document Version control on ftp server
   (save a document on a ftp location)  
2. for test open document on ftp location from LibO File dialog
3. close document
4. Open empty new Calc Document
5. Click Hyplerink Icon
   (Hyplerlink dialog appears)
6. Click "Document" Icon  ► Click "Open Document" folder Icon
   under "Document" behind "Path"
   (Fileopen dialog appears)
7. Into Filename pand type "ftp://username@ftpserver.domain/"
   with data of your ftp server
   (Folder with document will appear)
8. Double click your test document
   Current behavior: Back to view after step 5 without any 
                     new entries
   Expected behavior: Recognizes that Internet / FTP view will
                      be required, inserts server name ane 
                      user ID to fields

This even will  not work if you created a bookmark under "locations" of LibO File Dialog.

I can't repro this way: Ubuntu says that the 'specified location is not mounted.'

If I enable LibreOffice dialogs (Tools -> Options -> LibreOffice -> General -> [x] Use LibreOffice dialogs), I can then open the FTP location via the "Servers..." button in the File-open dialog.

You mean that File-open dialog closes, bringing us back to the Hyperlink dialog?

I can also confirm that there is no value in the 'Path' field.

I'd expect the entire path to the document to be added to the 'Path' field, but it's currently empty.

I'm going to tentatively confirm this, as I'd at least expect to get a warning or error when LibreOffice fails to link to a file on an FTP server.

FTP support was removed in bug 146386
