The "bullet"-paragraphs have set fo:margin-top="0in" in their direct paragraph style, but no fo:margin-bottom. Therefore the fo:margin-bottom is inherited from the parent style "Normal Web". And there it is fo:margin-bottom="0.1458in" (=0.37cm). And that margin has to be visible.
